Thierry Boissière studies the social world of urban gardens in Orontes, of which he gives us the technical systems, the socio-professional structure and organization, the close links with the city as well as the evolution over the past fifty years.It illustrates the different facets of the relationship between gardeners and notable landowners, sheds light on their changes in Homs and Hama, highlights the transformations that have resulted in the reversal of power relations under the effect of land reform, and in particular of laws on agricultural contracts and cooperatives. The “time of the notables” was followed by a “time of gardeners”, and today perhaps “a time of town planners”, anxious to develop green spaces for all in cities in full expansion.In a back-and-forth between the two cities, in the variations of scale between the local and the global brought about by the stories and the analysis, the ethnologist thus sheds light on a whole section of the socio-economic history of Syria.

Cette étude dresse un panorama du mode de traitement des exploitants agricoles aussi bien au sein des systèmes fiscaux et que dans les systèmes de sécurité sociale. Elle couvre un grand nombre de pays de l’OCDE et jette un jour nouveau sur un traitement qui était jusqu’à présent relativement peu documenté. L’étude examine la base conceptuelle utilisée pour définir ce qui constitue une concession octroyant des avantages financiers à un exploitant agricole. Elle présente des estimations de la valeur de ces concessions dans les quelques cas où elles ont pu être calculées. Un grand nombre de taxes diverses sont couvertes comme l’impôt sur le revenu, l’impôt foncier (annuel ou sur les transferts par décès ou vente), les impôts sur les biens et services tout comme le traitement préférentiel appliqué aux contributions de sécurité sociale ou au droit à la sécurité sociale. En tout, vingt-quatre pays sont couverts pour toutes ces variables. Les mesures sont analysées sous l’angle de leur effet de distorsion de la production et des échanges et de la manière dont elles influent sur la structure et la valeur des avoirs dans le secteur. Enfin, le rapport indique qu’une plus forte intégration du secteur agricole dans l’ensemble de l’économie, dans les filets de sécurité sociaux ou dans les systèmes d’imposition pourrait s’avérer plus efficiente qu’une approche sectorielle du traitement de l’instabilité et des faibles revenus du secteur agricole.

This study catalogues the treatment of farmers within the tax and social security systems of a large number of OECD countries – knowledge of which has been very scarce up to now. The conceptual basis for deciding what constitutes a concession conferring financial benefit to the farmer is discussed and estimates of the values of those concessions are reported in the few cases where they have been found. Many different types of taxes are covered including income taxes, taxes on property, (annual or on transfer by death or sale), and taxes on goods and services, as is preferential treatment in social security contributions or entitlements. In all, twenty four countries are covered. The different measures are analysed from the point of view of their likely impact in distorting production and trade, and how they may affect structure and asset values in the sector. Finally, the report indicates that fuller integration of farming into economy-wide, social safety nets or tax systems could be more efficient, effective and equitable than sectoral approaches in tackling instability or low incomes in farming.

This book investigates recent policies introduced into Turkey which are designed to reduce state activities and open up the country to international investment and trade. This is done in the context of the UNs Millennium Development Goals continuing to stretch into the distant future amid the ongoing instability of the global financial system and economic pressures on the West. The focus is on agriculture and the major effects of a deliberate restructuring of an agrarian economy as seen through the lens of the peasant, the village and poverty. This unique socioeconomic review of Turkey, which is generally thought to be a contemporary success story of the neo-liberal paradigm, argues for a new understanding of the destructive effects of global capitalism. Some issues addressed are the effects on Turkey's countryside as its agricultural sector has been catapulted onto the world market, how farming has changed and what this has meant for small-scale enterprises. Also discussed is how rural communities have fared, capital relations have been transformed in the process and the impact this has had on the nation's poor. Finally, the ways in which neo-liberalism has guided government's response to the new social needs is discussed along with how Turkey's experience parallels similar developments worldwide. This serves as a window to the reality of development at a time when the philosophy for growth underpinning development is facing an increasingly profound crisis of confidence worldwide.
